His practice centers on the intricacies of housing law, municipal finance, and development impact fees. Steve Ngo, who co-leads the firm's litigation practice, brings over two decades of experience in high-stakes administrative proceedings and constitutional challenges. His background includes serving as interim counsel for the City of Santa Clara and the Santa Clara Stadium Authority. Beyond the courtroom, Ngo has held public leadership roles, including a seat on the California Student Aid Commission.

Redwood Public Law, a majority-minority and woman-owned firm with offices in Oakland and Sacramento, currently provides legal counsel to 16 California cities and more than 30 special districts and non-profit organizations.
