The shift addresses a massive surge in demand, as the state processed over 45,000 document authentications in 2025—a 250% increase since 2020.
The technical transition has yielded substantial efficiency gains, including an 80% increase in overall processing speeds and a 60% reduction in costs for constituents. Notably, the state reported zero rejected digital apostilles by foreign recipients and, according to the submission, faced zero implementation or maintenance costs. Chris Jackson, CEO of @Gov, noted that the initiative provides a blueprint for other states to modernize document authentication without compromising security or official government authority.
