Historically a guarded "hermit" state, Turkmenistan is showing signs of seeking economic diversification beyond its traditional reliance on natural gas exports to China. This pivot toward the West and the Caucasus is further evidenced by Aliyev’s hint at a potential partnership in mining. Azerbaijan has already begun exploring similar ventures, recently signing an agreement to help Uzbekistan develop its own critical mineral value chain through the Baku-based NEQSOL Holding. An intergovernmental commission is set to meet in Ashgabat this July to turn these broad promises into actionable infrastructure projects.
