The Top End Mobility Group, which includes Tikehau Star Infra, will handle the financing, design, construction, and maintenance of the project. Phase 1 of the development covers roughly 21 miles of new express lanes, creating vital links between I-285, I-85, and SR 400 to improve travel reliability. GDOT has also granted the consortium exclusive rights to negotiate the delivery of subsequent project phases. Upon full completion, the network will span 37.5 miles in each direction, bridging major residential and employment hubs across Fulton and DeKalb counties.
Ferrovial CEO Ignacio Madridejos described the project as a critical milestone, noting the company’s decade-long presence in the state. The firm brings extensive experience from similar managed-lane projects in Dallas-Fort Worth, Charlotte, and Washington, D.C. This initiative is expected to play a central role in Georgia's regional infrastructure strategy, providing necessary capacity to support the area's ongoing economic growth and connectivity.
