Rosneft Launches Arctic Oil Exports from Vostok Project

The September shipments totaling 250,000 metric tons represent a significant milestone for the development, which has faced years of delays following the withdrawal of international partners Trafigura and Vitol. Industry sources project initial exports to average 150,000 barrels per day throughout this year, a fraction of the 2 million barrels per day once targeted by Rosneft. Current output relies heavily on the mature Vankor fields, though the company maintains that developing northern sites like Payakha will push export capacity toward 600,000 barrels per day by late 2027.

These barrels enter a global market where Russian crude faces mounting pressure. India, a primary buyer, reduced imports to 1.9 million barrels per day in September amid the threat of new U.S. sanctions targeting major purchasers of Russian energy. While the Vostok development holds an estimated 50 billion barrels of low-sulfur crude accessible via a 790-kilometer pipeline, the project must now navigate a complex landscape of domestic financing and shifting trade alliances to reach its ambitious 2030 target of 1 million barrels per day.
