Flood-Damaged Cars Are Flooding the Used Market

As severe weather patterns persist across the United States, the National Insurance Crime Bureau is warning buyers that thousands of flood-damaged vehicles are being laundered into the secondary market. These cars, often totaled by insurers, are frequently sold to unsuspecting consumers without proper disclosure of their water-logged histories.

Flood-Damaged Cars Are Flooding the Used Market

The danger lies in the deceptive appearance of these vehicles. While a car may look pristine on the surface, floodwater often wreaks havoc on critical electrical systems, engine components, and safety features. David J. Glawe, President and CEO of the NICB, notes that criminals exploit these disasters to profit from superficial repairs, a practice that frequently leads to hazardous driving conditions and mounting repair costs for new owners. CARFAX data from August 2025 suggests that approximately 530,000 flood-damaged vehicles remain in circulation on American roads.

To avoid purchasing a compromised vehicle, the NICB advises buyers to perform a comprehensive check before finalizing any transaction. This includes utilizing the organization’s free VINCheck service, which covers over 92% of the insurance market, and securing a professional inspection from a reputable mechanic. Prospective buyers should be wary of deals that seem suspiciously low and look for telltale signs of water intrusion, such as persistent musty odors, rust, or visible moisture within interior components and upholstery. Verifying title history remains the most effective defense against 'title washing' schemes intended to hide a vehicle’s status as a total loss.
