Trump Imposes Tariffs on Quartz Imports to Shield U.S. Manufacturers

President Donald J. Trump has moved to protect domestic quartz producers by imposing a 25% tariff on imported surface products, with rates climbing if imports exceed 144 million square feet annually. The measure, taking effect August 15, 2026, aims to reverse a sharp decline in U.S. manufacturing output.

The administration’s decision follows a Section 201 investigation by the U.S. International Trade Commission, which concluded that a massive surge in artificially cheap, subsidized imports had inflicted serious injury on the domestic sector. Between 2020 and 2024, quartz slab imports jumped 78.3%, driving a 17.2% contraction in U.S. production even as national demand grew by 62%. These new levies will stack on top of existing Section 301 forced labor tariffs, providing what industry leaders describe as a necessary buffer to restore a competitive landscape.

Executives from major firms, including Guidoni USA, Cambria, and LX Hausys, lauded the move as a catalyst for reinvestment and job security. The Quartz Manufacturing Alliance of America (QMAA) had lobbied for the relief, arguing that the influx of foreign goods paralyzed long-term capital planning. While importers previously claimed that such duties would inflate housing costs, the ITC investigation dismissed these concerns, noting that imported quartz accounts for only 0.07% of the average new home price. Exemptions remain in place for trade partners like Canada and Mexico, but the White House has notably declined to offer product-specific carve-outs that have historically been exploited to bypass trade enforcement.
