This initiative seeks to replace outdated architecture with the Oracle Fusion HCM SaaS solution. By consolidating HR functions, the project targets a 90 percent reduction in taxpayer costs while enhancing data security and service delivery. CACI President and CEO John Mengucci noted that the firm will draw on its history of delivering large-scale federal transformations, specifically citing its prior work on the Army's Integrated Personnel and Pay System, which supports over 1.1 million soldiers.
The deployment will integrate artificial intelligence and standardized data protocols to ensure long-term reliability. This contract deepens a long-standing alliance between CACI and Oracle, which has previously delivered enterprise-level platforms for the Marine Corps, the Defense Agencies Initiative, and the Air Force’s accounting systems. Through this latest effort, the consortium intends to establish a scalable model for government-wide HR management.
