Gordon Bailey Named CEO of GuideWell Source

After two decades of leadership, Harvey Dikter has stepped down as head of the Jacksonville-based government services provider GuideWell Source. The board of directors has tapped Gordon Bailey, a veteran of the enterprise with deep roots in public policy and legal strategy, to lead the company into its next phase.

Bailey took the helm on July 1, overseeing the company’s family of subsidiaries, including First Coast Service Options and Novitas Solutions. His promotion follows a brief tenure as company president earlier this year. Amy Ruth, chair of the board, cited his extensive background in navigating complex federal contracting environments as the primary driver for his appointment.

Before ascending to the CEO role, Bailey spent nearly two decades within the broader GuideWell enterprise. His career path includes significant stints in public affairs and community engagement, as well as high-level legal work. A graduate of Princeton University and the University of Virginia School of Law, he previously served as an attorney in the U.S. Army General Counsel’s office at the Pentagon and held a senior counsel position at CSX. Beyond his corporate responsibilities, he maintains a long history of board service for various non-profits, including the Florida Blue Foundation and the PACE Center for Girls.
