Trump's Energy Ceasefire Proposal Faces Scope and Credibility Gaps

A White House proposal for an energy ceasefire between Russia and Ukraine is significantly more limited than initially presented, focusing exclusively on oil refineries rather than broader infrastructure. While President Trump declared the agreement active on Sunday, Moscow has yet to confirm the deal, and Kyiv remains skeptical of its scope.

Trump's Energy Ceasefire Proposal Faces Scope and Credibility Gaps

The "refinery for refinery" plan aims to halt drone strikes on processing facilities, yet the strategic value of such a pact remains lopsided. Ukraine operates only a single, heavily damaged refinery, while Russia relies on a vast, vulnerable network that has become a primary target for Ukrainian long-range strikes. Kyiv has insisted that any viable agreement must also encompass its power plants and electricity grids, which have faced continued bombardment even after the President’s announcement.

Contradicting the White House’s claim that the ceasefire was effective immediately, an official admitted that Russia is still considering the terms. The ongoing strikes against a heat and power plant in Kharkiv underscore the lack of a comprehensive moratorium on energy infrastructure. For the administration, the push for a refinery-specific deal appears tied to domestic concerns over rising diesel prices ahead of midterm elections, following earlier moves to ease restrictions on Russian fuel transactions.
