Beyond mere logistics, he views the 400,000-daily-passenger network as a vital tool for reclaiming time in a city defined by crushing traffic.

Taking the helm on 1 November 2024, Benipayo brings over 35 years of rail experience to an organization tasked with modernizing a system that began operations in 1984. His strategy centers on integrating technology to maximize efficiency, a necessity born from the operational constraints of managing Manila’s oldest fleet. By implementing in-house automatic train management systems and optimizing schedules based on real-time demand, LRMC aims to sustain reliability while navigating the complexities of post-pandemic recovery.

The operator is currently scaling its footprint through the Cavite Extension Phase 1, which has already introduced five new, accessible stations. Benipayo describes the impact as transformative, noting that the reduction in travel time from hours to minutes provides tangible relief to commuters. Looking ahead, the company is preparing to assume construction duties for the Unified Grand Central Station in Quezon City, a project designed to serve as the definitive nexus for Manila’s disparate rail lines. While discussions with the government regarding right-of-way and commercial technicalities remain ongoing, Benipayo remains focused on the broader goal of expanding the network to serve an estimated 800,000 passengers daily. Beyond the tracks, LRMC is embedding itself into the city’s cultural fabric through initiatives like the KasakaySayan historical audio program, aiming to turn the daily commute into an educational experience.
