Multifamily construction often stalls under traditional site-built requirements, where rigid building codes, insurance mandates, and financing models struggle to accommodate off-site production. To bridge this gap, the National Institute of Building Sciences (NIBS) and its partner, MOD X, will draft performance-based standards. These guidelines aim to shift the focus from specific material requirements to measurable outcomes, such as fire safety and structural resilience, giving manufacturers more flexibility without compromising public safety.
Clearing Regulatory Hurdles
The initiative addresses the disconnect between modern production methods and legacy oversight. By developing a standardized pathway for independent technical reviews, the project intends to provide HUD with a robust foundation for future demonstration sites. George Guszcza, president and CEO of NIBS, noted that innovation requires alignment between safety protocols and construction reality. While this 12-month project does not alter existing federal requirements, it serves as a critical diagnostic tool to help HUD identify how current insurance and regulatory processes can better support modular and manufactured housing at scale.
