Glendale Opens Pioneer Village, Adding 340 Affordable Homes

Located at 515 Pioneer Drive, the development consists of three five-story buildings spanning 2.79 acres. The community reserves 92 units for low-income seniors and 245 for families, with eligibility set for households earning between 30% and 80% of the area median income. Construction on the site began in January 2023, with residents moving in throughout the summer of 2026.

The project emphasizes intergenerational living, featuring shared courtyards, a pedestrian paseo connected to Fremont Park, and over 5,800 square feet of community space. Designed to LEED Gold standards, the apartments are fully electric and include amenities such as a gym, computer labs, and community gardens. According to Linc Housing and National CORE, the development serves as a model for using large-scale construction to maximize land and infrastructure efficiency.

Funding for the venture involved a complex public-private partnership, including bond proceeds from Bank of America, Measure S funds from the City of Glendale, and state financing through CalHFA. Beyond the physical structure, the site offers on-site resident services, including health and wellness programming managed by Linc Housing, aimed at fostering stability and community connection for the new residents.
