Envocore Wins $129 Million Puerto Rico Water Infrastructure Contract

The Puerto Rico Aqueduct and Sewer Authority has tapped Envocore to lead a five-year, $129 million modernization program. The project focuses on replacing 1.5 million ultrasonic water meters across 78 municipalities, aiming to curb water loss and improve billing accuracy through advanced infrastructure deployment.

Envocore, a portfolio company of Power Sustainable, will manage the island-wide rollout, integrating new metering technology to give PRASA real-time visibility into consumption patterns. By replacing legacy equipment with ultrasonic units, the utility expects to detect leaks earlier and manage water resources with greater precision.

Martin Aares, Managing Partner at Power Sustainable Decarbonization, noted the contract underscores the company’s capacity to execute complex utility projects at scale. Envocore CEO Francis Wheeler emphasized that the firm’s previous experience with over 3,800 projects across North America positions them to meet the technical demands of this initiative. The partnership represents a significant expansion for Envocore, which received investment from Power Sustainable in January 2026 to scale its infrastructure operations.
