Rather than relying on utilization statistics, the model requires providers to demonstrate patient progress through an independent infrastructure provided by ERPHealth. This creates a common language for labor organizations, employers, and healthcare purchasers to assess the actual value of behavioral health spending.
Ken Serviss, Executive Director of ATAP, stated that access alone is insufficient, emphasizing that members require coordinated care focused on tangible recovery. For providers, the system offers a pathway to distinguish themselves based on validated performance, while labor funds gain the ability to direct members toward high-performing care.
This initiative highlights the growing influence of Taft-Hartley funds in shaping healthcare standards. By leveraging significant purchasing power, labor organizations are moving toward value-based contracting that rewards quality over volume.
