Hong Kong's ICAC Unveils AI Enforcement Tool 'Tianma' in Vienna

During a five-day diplomatic mission, Woo held his first bilateral meeting with Monica Juma, the newly appointed Executive Director of the United Nations Office on Drugs and Crime. The two leaders reviewed a three-year history of cooperation, which includes over 20 joint initiatives, ranging from global capacity-building programs to the production of standardized anti-graft guidebooks. Looking ahead, the commission proposed launching a high-level cooperation initiative in Hong Kong next year to further solidify the partnership.

The centerpiece of the visit was the introduction of 'Tianma' to more than 130 experts from 70 regulatory agencies under the UNODC’s GlobE Network. Developed by the ICAC over the past year, the system consolidates vast data sets to sharpen computer forensics and forensic accounting. Practitioners at the workshop praised the platform for its potential to transform investigative workflows, with Woo emphasizing that the commission intends to share the system's architecture to help global counterparts modernize their own enforcement capabilities.
