A years-long legal battle over the Clipper Mill development reached a definitive end as the Supreme Court of Maryland affirmed the dismissal of all claims against investor Larry E. Jennings Jr. The ruling cements earlier decisions that the plaintiffs failed to demonstrate the specific legal injury required to pursue the case.

The high court’s July 13 decision upholds findings previously issued by the Circuit Court for Baltimore City and the Appellate Court of Maryland. In its written opinion, the court rejected the plaintiffs' push to broaden state legal standards, concluding that the HOA’s complaint alleging malicious use of process lacked the necessary foundation to proceed. By declining to expand the interpretation of Maryland law, the justices effectively closed the door on further litigation.

Jennings, a co-founder of the Baltimore-based firm ValStone Partners, expressed relief at the outcome, noting that the resolution allows him to move past the protracted dispute. With the Supreme Court’s final word, all claims against Jennings and his co-defendants remain permanently dismissed.
