The strike in the Perm region followed a separate attack on the Marinovka military airbase in Volgograd. While Russian regional governor Dmitry Makhonin claimed that 16 drones were intercepted, he acknowledged damage to an industrial site. Local reports identify the target as the Lukoil facility, where video footage captured large plumes of smoke rising from the complex.
This assault is part of an intensified strategy to disrupt Russia’s fuel supply chain during the peak demand season. For several months, Ukraine has targeted processing plants to force a strategic shift in Moscow's military posture. Previous strikes against Rosneft-owned facilities in Bashkortostan have already contributed to domestic gasoline and diesel shortages, leaving multiple large-scale refineries offline throughout the summer.
