Egypt and Libya Weigh $1 Billion Pipeline to Secure Energy Flows

Facing critical supply disruptions caused by conflict in the Strait of Hormuz, Egypt is moving toward a $1 billion agreement with Libya to construct an 800-kilometer crude oil pipeline. The project aims to link Tobruk directly to Alexandria, bypassing volatile maritime routes to sustain Egyptian refining operations.

The proposed infrastructure would establish a reliable conduit for Libyan crude, which has reached production levels of approximately 1.48 million barrels per day. With Kuwaiti supplies currently suspended, Cairo is aggressively seeking new feedstock to keep its Mediterranean refineries running. Financing models and technical capacity requirements are under review by officials from both nations, following high-level discussions between Egyptian Prime Minister Mostafa Madbouly and Libyan Prime Minister Abdul Hamid Dbeibeh.

For Libya, the pipeline offers a strategic outlet as National Oil Corp. Chairman Masoud Suleman pushes to increase output toward 1.5 million barrels per day. By eliminating the necessity for tanker shipments, the link provides a more secure and efficient path for Libyan exports. While Libya’s National Oil Corp. has not yet issued a formal comment, the project underscores a deepening energy partnership designed to insulate both economies from regional shipping instability.
