The meeting centered on expanding Ukraine’s defense capabilities, with Burnham announcing that Britain will share the intellectual property behind the Stone Cloak electronic warfare system. This technology, featuring tablet-sized jammers designed to shield drones from Russian tracking, will allow Kyiv to initiate domestic production of the units. This commitment adds to the 25 billion pounds in total support provided by the UK since February 2022.
Beyond technical cooperation, the leaders visited 200 Ukrainian military personnel currently training in British maritime security and counter-mine operations. The visit arrives as the conflict intensifies on both sides; Zelensky confirmed long-range Ukrainian strikes against Russian oil facilities in the Yaroslavl and Udmurtia regions, while Russian air strikes caused civilian casualties in Kyiv, Chernihiv, and Zaporizhzhya. Following the Portsmouth talks, Zelensky is scheduled to depart for Washington to meet with President Donald Trump and attend the funeral of Senator Lindsey Graham.
