Sources indicate that current production targets will likely hold steady from October until a new quota regime takes effect in January 2027.

Beyond the immediate pause, the alliance faces a complex reckoning regarding sustainable production capacity. Members such as Iraq are pushing for higher baselines to account for recent infrastructure investments, setting the stage for friction over market shares. This process is complicated by regional volatility; export bottlenecks in Iraq, refinery outages in Russia, and production disruptions in Kazakhstan have caused actual output to lag behind the group’s official targets. As the IEA warns of a potential supply surplus by 2027, the group must reconcile its members' ambitious capacity claims with the sobering reality of damaged infrastructure and unpredictable geopolitical risks.
