The U.S. Army is breaking with decades of precedent by authorizing commercial mineral processing on a military installation, selecting the Tooele Army Depot in Utah as the site for a new facility to refine dysprosium and terbium, two critical rare earth elements essential for high-performance defense electronics and weaponry.

This move marks a strategic shift to secure the defense supply chain against heavy reliance on foreign markets, particularly China, which controlled roughly 91% of global separation and refining for magnet rare earths as of 2024. By partnering with REalloys (NASDAQ: ALOY), the Army intends to foster a domestic industrial base without direct taxpayer risk. Under the proposed arrangement, the military provides the land at the 43,000-acre depot, while the company secures the capital and manages facility operations.

Securing these materials has become an urgent priority ahead of a January 2027 Department of Defense sourcing deadline. New federal rules will soon ban magnets in defense contracts if they contain rare earth materials mined or processed in China. To meet this requirement, REalloys is leveraging a supply deal with the Saskatchewan Research Council in Canada to source oxides, which will then be converted into metals at the Tooele plant. While the lease remains under negotiation, the project signals a long-term commitment to treating mineral processing as critical defense infrastructure, similar to how the government historically secured its gold reserves.
