The honorees—Kelsey Lamphier, Ana Urquijo, Billy Kovacs, and Christopher Avery—were selected by an independent committee of civic and business leaders during the Arizona City and County Management Association Summer Conference. Dr. Sybil Francis, President and CEO of the Center for the Future of Arizona, noted that these individuals embody the dedication required to build the state's long-term stability. The awards serve as a memorial to Gabe Zimmerman, the former outreach director for U.S. Representative Gabrielle Giffords, who died in the 2011 Tucson shooting. By honoring those who prioritize public welfare, the program seeks to preserve Zimmerman’s legacy of service and community engagement.
