Under his tenure, the track solidified its reputation by hosting the Breeders' Cup World Championships four times since 2017. Beyond the track, he maintained extensive involvement in equine health and industry research, serving on boards ranging from the University of California, Davis to The Jockey Club.
Josh Rubinstein, who has served as President since 2018, will step into the CEO role on January 1, 2027. Rubinstein has been instrumental in the track’s recent safety initiatives and record-setting racing meets, ensuring continuity for the organization. While Harper will relinquish day-to-day operations, he remains a member of the board, providing a bridge to the future as the track balances its storied history with modern industry demands.
