Virginia Secures $16 Million Grant to Domesticate Drug Production

The End-to-End Commercialization Project leverages a coalition of 55 partners to bridge the gap between raw material sourcing and patient delivery. Civica, Inc. will spearhead finished formulation and regulatory approval, while Phlow Corp. and Occam Systems focus on scaling domestic production of active ingredients and starting materials. The effort specifically targets four critical drugs: ketamine, midazolam, norepinephrine, and succinylcholine.

This project arrives as part of a broader push to reverse decades of offshoring that left the U.S. dependent on complex global networks. Since 2020, the region has attracted nearly $14 billion in public and private commitments, including a surge of investment in 2025 from pharmaceutical giants like AstraZeneca, Eli Lilly, and Merck. Governor Abigail Spanberger noted that the initiative is designed to cement Virginia’s position as a national leader in advanced manufacturing while fortifying the country's medical resilience.
