Family Sues Shreveport After Police Vehicle Kills Pedestrian

A federal wrongful death lawsuit targets the City of Shreveport and an unidentified officer after a patrol cruiser struck and killed 75-year-old Evelyn Alexander on February 3. The vehicle was responding to a call regarding an armed individual but lacked activated emergency lights at the time of the fatal collision.

Dawn and Nyota Lair, daughters of the deceased, filed the civil rights action in the U.S. District Court for the Western District of Louisiana on June 15. The complaint asserts that the officer failed to maintain a proper lookout or safely operate the patrol vehicle while navigating Greenwood Road at 7:00 p.m. The Shreveport Police Department has publicly confirmed the absence of emergency lighting during the incident.

Ramez Shamieh, founder of Shamieh Law, stated that the department's public acknowledgment of the unlit cruiser is only the first step toward accountability. Beyond the individual officer’s actions, the lawsuit claims the City of Shreveport bears responsibility due to deficient training and supervision policies. The legal team is currently demanding a full disclosure of evidence, including body camera footage, dashcam recordings, and dispatch audio to clarify the sequence of events.

The litigation seeks compensatory and wrongful death damages through a jury trial, citing violations of 42 U.S.C. § 1983. As of the filing, the department has not identified the officer involved, and plaintiffs' counsel continues to pursue records requests to determine the identity of the driver.
