The state’s assessment specifically highlights the performance of the Eco Wave Power installation at AltaSea, citing its use of existing man-made structures—such as breakwaters and piers—as a model for minimizing environmental disruption and avoiding complex offshore seabed installations.

Following the successful completion of milestones under a 2024 pilot test agreement with Shell International, the Los Angeles site now functions as both an operational facility and an educational hub. This inclusion in the SB 605 framework arrives as policymakers seek to integrate renewable marine energy into California’s broader electrical grid.
