Federal Housing Overhaul Prioritizes Local Planning Reforms

For years, the American Planning Association (APA) has lobbied for federal integration of planning expertise into housing policy. The new law codifies many of these recommendations, providing a framework for communities to modernize building codes, incentivize adaptive reuse of structures, and promote missing-middle housing developments. By emphasizing pre-approved housing plans and zoning reform, the act aims to translate long-term community goals into tangible construction outcomes.

APA President Sue Schwartz, FAICP, noted that the legislation reinforces the essential role of professional planning in broadening housing options. Moving forward, the organization plans to provide technical guidance to help local governments implement these strategies. With nearly 40,000 members, the association expects to play a central role in translating these federal provisions into on-the-ground results that address systemic affordability and supply constraints.
