This initiative aims to integrate literacy programming with workforce support systems, addressing the state's urgent need for multigenerational educational advancement.

The partnership honors a decades-long alliance between late First Lady Barbara Bush and NCFL founder Sharon Darling, who together elevated family literacy into a national movement. By targeting Texas—the state the Bushes called home for years—the foundation seeks to replicate their original vision of empowering parents as their children’s primary educators while simultaneously boosting adult economic mobility.

Alice Gonzalez Yates, CEO of the George & Barbara Bush Foundation, noted that the investment addresses the critical intersection of Pre-K through 12 schooling and adult education. With literacy scores declining nationally, the program focuses on creating a cohesive support structure rather than isolated interventions. Selected Texas organizations will receive technical assistance and coaching from NCFL to facilitate these local learning networks. Interested groups have until July 31, 2026, to submit their expressions of interest for the inaugural cohort.
